The Terrorism (Protection of Premises) Act is more commonly referred to as the Protect Duty or Martyn's Law, after Martyn Hett, one of twenty two victims of the 2017 Manchester Arena terrorist attack. Since his death, Martyn's mother has campaigned tirelessly for legislation to improve protective security and organisational preparedness across the UK by mandating, for the first time, those responsible for certain premises and events to consider the terrorist risk and how they would respond to an attack. The Bill gained Royal Assent on 3rd April 2025. Statutory guidance will be published in due course, but education settings across the UK are already preparing by reviewing their incident response and lockdown planning, and starting to consider Counter-Terrorism Protect and Prepare now.
